ARTICLE I
COUNTY EXECUTIVE COMMITTEE
1. Membership:
The County Executive Committee shall consist of the following:
A. The
Chairman, First Vice-Chairman for Organization, Second Vice-Chairman for Event
Coordination, Secretary, and Treasurer:

B. At Large Members: Five individuals who will
serve on the Executive Committee who are elected by the Delegates of the

elected by Republicans who live in their Precinct at Precinct Meetings. The Vice-Chairman may represent and vote in
the absence of the Chairman. The

and vote in the absence of the Secretary, the Vice-Chairman and the Chairman.
E. The Presidents of all Republican Clubs in

an Area Coordinator, who shall be responsible for coordination of Precinct
activities within their Area. Areas shall
be comprised of at least two, but not more than six, Precincts. Area Coordinators shall be recommended by
the Precinct Chairmen or appointed temporarily by the

2. Powers and Duties:
A. The
B. In the event that it is determined that the
BCGOP Structure is not consistent with the State Party Plan of Organization,
the County Executive Committee must at the next called meeting bring the BCGOP
Structure into compliance with the State Party Plan of Organization. Under any circumstances, the BCGOP Structure must
be brought into compliance within 90 days.
3. Judicial, Senatorial and Legislative District
Committees:

B. Prior to the State Convention, the County
Chairman shall appoint, subject to approval by the County Executive Committee,
two representatives for each of the Senatorial and Legislative Districts
encompassed in whole or in part by the County, to have such duties as may be
prescribed by the State Executive Committees and to assist and cooperate with
the State and County Executive Committees.
C. The County Executive Committee shall serve as
the District Executive Committee as referred to in the North Carolina General
Statutes Section 163-114.
4. Meetings:

A. The Chairman of the County Executive
Committee, with the advice and consent of the County Executive Committee, shall
have general supervision of the affairs of the Party within the County. He or she shall issue the call for Annual
Precinct Meetings, the
B. The First Vice-Chairman shall function as
Chairman in the absence of the Chairman and shall have such other duties as may
be prescribed by the County Executive Committee. He or she may appoint a Temporary Precinct
Chairman to work in an unorganized Precinct until the Republican voters in that
Precinct elect a Precinct Chairman. The First Vice-Chairman shall be an
ex-officio member of all committees unless otherwise designated.
C. The Second Vice-Chairman for Events
Coordination shall coordinate all social and political events conducted by the
Buncombe County Republican Party.
D. The Secretary shall keep all minutes and
records, and shall maintain a roster of all precinct officers and Executive
Committee members. Such records,
including all Credentials Lists, shall be available, upon request, to any
registered Republican within the County.
The Secretary shall furnish to the Buncombe County Board of Elections,
the Congressional District Chairman and to NCGOP Headquarters up-to-date lists
of all Precinct Chairmen.
E. The Treasurer shall receive and disburse all
funds for Party expenditures pursuant to authority duly given by the County
Executive Committee, and will make a financial report at all County Executive
Committee meetings, and shall fulfill all financial reports and obligations
required under State and Federal election laws.
6. Vacancies and Removals:
A. In case of death, resignation, discontinuance
of residency within the County, removal of any officer or member of the County
Executive Committee, or other vacancy, the resulting vacancy shall be filled by
temporary appointment by the Chairman or First Vice-Chairman and approved by
the County Executive Committee.
B. Any Officer or Member of the County Executive
Committee may be removed by a two-thirds (2/3) vote of the Committee after
being furnished with notice of the charges against such Member or Officer
signed by not less than one-third (1/3) of the members of the Committee and
allowing such Member or Officer thirty (30) days to appear and defend
themselves; provided further that said cause for removal shall be confined to
gross inefficiency, Party Disloyalty, or
failure to act in compliance with the BCGOP Structure or State Plan of
Organization. Such removal may be
appealed, within twenty (20) days to the Congressional District Chairman and
members of the State Executive Committee within the District, and their
decision shall be final.
C. For the purposes of the Plan of Organization,
"Party Disloyalty" shall be defined as supporting a candidate of
another Party, or independent candidate, running in opposition to a nominee of
the Republican Party in a general election.
ARTICLE II
COUNTY CENTRAL COMMITTEE
1. Membership: The County Central Committee shall consist of
the following:
A. The Chairman, First Vice-Chairman, Second
Vice-Chairman, Secretary and Treasurer of the Executive Committee.
B. The five (5) At Large Members of the
Executive Committee.
C. The County Finance Chairman.
D. The Presidents of all Republican Clubs in

2. Powers and Duties:
A. The County Central Committee shall have the power
to appoint Campaign Committees, temporary Convention officers, and such other
Committees as it may deem necessary for the proper conduct of the affairs of
the Party; to manage the affairs of the
Party between meetings of the County Executive Committee; to formulate fiscal
policy, establish quotas, prepare a budget; to set the dates for the Precinct
Meetings in accordance with the National and State Party rules; and to do all
things pertaining to Party affairs which it may be authorized to do by the County
Executive Committee.
B. It shall be responsible for initiating all
campaigns for all public officials within
C. All actions of the County Central Committee
shall keep accurate accounts of its proceedings and shall make annual reports
to the County Executive Committee.
D. In addition to all other duties, the County
Central Committee is charged with assisting the Chairman in creating an
effective Republican organization in every political Precinct in the County.
E. If a member of the Central Committee has
three consecutive unannounced absences from meetings of the Central Committee
and the Executive Committee, that member shall be assumed to have resigned from
the Central Committee and the Executive Committee of the Buncombe County
Republican Party.
3. Meetings:
The County Central Committee
shall meet at least six (6) times a year upon call of the County Chairman after
giving five (5) days notice to all members of the Committee; or upon similar
call of one third (1/3) of the members of the Committee. The

Vacancies and removals from
the County Central Committee shall be by the County Executive Committee and in
accordance with the same procedure required for vacancy and removal of a member
of the County Executive Committee.
ARTICLE III
1. Finance Committee:
The County Finance Committee
shall be composed of the County Finance Chairman, the

The Auditing Committee shall
conduct a yearly audit of the financial records of the Buncombe County
Republican Party and report such audit to the County Executive Committee for
approval. The
ARTICLE IV
FOREFEITURE OF OFFICIAL
PRIVILEGES
Any officer or member of a
Precinct Committee or the County Executive Committee, who, for any reason, is
removed as provided in this Structure, or the State Party Plan of Organization,
or resigns from said position shall forfeit all rights and privileges in any
way connected with that position.
ARTICLE V
PARLIAMENTARY AUTHORITY
Robert's Rules of Order,
Newly Revised, shall govern all proceedings except when inconsistent with this
Structure or the Plan of Organization of the Republican Party of North Carolina
or Convention Rules properly adopted.
ARTICLE VI
EFFECTIVE DATE OF THIS PLAN
March 1, 2008, at the
conclusion of the BCGOP Convention.
ARTICLE VII
CHANGES TO THIS PLAN
This Structure may be
changed a) by two thirds (2/3) majority vote of the County Executive Committee
after providing notice of the meeting advising its Members of the substance of
the proposed amendments and provided a quorum is present, or b) by majority
vote of the Delegates at a County Convention.
ARTICLE VIII
CONTROVERSIES
Controversies with respect
to this Structure shall be referred to the State Chairman, State Vice-Chairman,
National Committeeman, National Committeewomen and General Counsel for arbitration, and their decision shall be final.
ARTICLE IX
CONTESTED REPUBLICAN
PRIMARIES
The Buncombe
County Republican Party will not endorse any candidate in a contested
Republican primary by using Buncombe County Republican Party
resources. Any Buncombe County Republican Party resource that is
offered to one candidate must be offered to all. This includes use
of Buncombe County Republican Party lists or information available only to
Executive Committee Members.
ARTICLE X
PARTY DISLOYALTY
No member of the
Executive Committee may promote fundraisers that benefit any non-Republican
party or non-Republican candidates for public office by any means.
