Lisa Baldwin Buncombe County School Commissioner

Actions Taken at the August Board Meeting

District Policy Changes – A new policy prohibiting students from driving Board-owned vehicles was adopted unanimously by the Buncombe County Board of Education at its August 4th meeting. The new rule, officially designated Policy 492, only allows students behind the wheel as part of a state-approved curriculum. The policy is designed to “reduce the probability of future accidents,” Superintendent Tony Baldwin said. The rule is in response to the death of a Roberson High student hit in July by a vehicle driven by another student. In order to be proactive, I suggested a complete review of all Board policies, comparing them to those developed by the N.C. School Board Association. No action was taken.

The Board also approved changes to procedural policy 201 requiring Board members to provide copies of presentations and hand-outs at least seven days before meetings. Administrators and the general public will still be allowed to hand out information during the meeting.

School Calendar Change – A calendar change for the 2011-2012 school year was also approved. The amended school calendar includes 182 instructional days, three less than the 185 called for by the 2011 NC Legislature. Since the 185 day requirement was adopted after most school systems were well into planning for the 2011-2012 school year, waivers from the new schedule were freely granted. Buncombe County schools requested and received a waiver of three instructional days to use for teacher work days. These work days will be used to train teachers on the new 2012-13 curriculum standards. I moved that one of the two October teacher workdays be made an instructional day in order to free up a January date for possible use as a snow day. My motion was defeated 6-1. (The two teacher work days that will now be student days are Jan.13 and March 23, 2012.) To view the revised school calendar, go to

Public Comments – Both Don Yelton and Jerry Rice thanked the Board for moving Public Comment from its traditional spot at the end of the agenda toward the beginning, a change requested by a 75 signature citizens’ petition earlier in the year. Yelton suggested that the Board televise its meetings on the educational channel (cable 16). Rice asked that special education issues be looked at from the bottom up. Rice is an advocate for exceptional children and spoke in response to the first reading of a change to Policy 458. (more…)

Fallen Firefighters Memorial

On behalf of the Buncombe County Republican Party, I would like to express our deepest condolences to the family of Asheville Fire Fighter Captain Jeff Bowen following his tragic death in the recent Asheville Medical Building fire. We are forever grateful to Capt. Bowen as well as the 11 firefighters who were injured in the line of duty, and to all men and women of the Asheville Fire Department for their unwavering dedicated service to the citizens of Asheville.

At a time like this, we put our politics aside in order to stop and reflect upon the duty and commitment that the AFD has shown in protecting the people of Asheville. The citizens of Asheville are truly honored and blessed to have people like Capt. Bowen putting their lives on the line to insure the safety of our residents.

Again, our sincere thanks to the AFD for your continued devoted service. We consider all of you our HEROES in this time of mourning.
